China will start 3C certification management next month! Lithium batteries and charging treasures have "new insurance"

A few days ago, the State Administration for Market Regulation issued an announcement to implement CCC certification management for lithium-ion batteries, battery packs, and mobile power sources from August 1, 2023. From August 1, 2024, those who have not obtained the CCC certification and the certification mark are not allowed to leave the factory, sell, import or use in other business activities.

With the advent of the mobile Internet era, mobile phones, tablets, and laptops have become an important part of people's daily lives. Lithium batteries and mobile power sources (commonly known as charging treasures), as the "oil storage tank" and "gas station" of these products, also provide great convenience for us to enjoy mobile life.

However, due to the chemical characteristics of lithium batteries and charging treasures, for example, the use of flammable organic electrolytes, there are certain potential risks in their "inherent nature". Especially when the production process and structure of the product do not meet the technical requirements such as national standards, or when it is subjected to special circumstances such as extreme high and low temperature, severe bumping, and long-term overcharging during transportation and use, thermal runaway is prone to occur, causing battery swelling and causing safety problems such as fire, explosion, overheating, or liquid leakage, directly endangering the personal health and safety of consumers.

China is a big consumer of lithium batteries and charging treasures. At the same time, China's lithium battery and related industries have leapt to the top of the world. According to the results of national supervision and spot checks on product quality, the qualified rate of lithium-ion batteries for mobile phones is less than 90%, and the qualified rate of mobile power supplies has been hovering between 60% and 80%.

In order to strengthen the quality and safety supervision of lithium batteries, charging treasures and other products, in September 2022, the General Office of the State Council issued the "Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Industry", which clearly requires that lithium batteries and mobile power supplies with high safety risks be included in the mandatory product certification management.

Compulsory product certification, also known as CCC certification, is a market access system implemented by the Chinese government for products involving personal health and safety in accordance with the requirements of relevant laws and regulations and international practices, and in accordance with the principles of marketization and internationalization. Up to now, the CCC certification system has covered 96 products in 16 categories, including household electronic appliances, automobiles, toys and other consumer industrial products that involve the daily life of the general public. CCC certification has played an important role in promoting product safety and quality and protecting consumer rights and interests. With the in-depth and effective implementation of the certification work, the pass rate of lighting products has increased from 32% to 94%, the pass rate of car child safety seats has increased from less than 10% to 97%, and the average pass rate of certified products has stabilized at more than 90%.

China's State Administration for Market Regulation reminds consumers that when purchasing lithium batteries and charging treasures, they must look for the CCC mark, but improper use may still cause hidden dangers. To reduce the probability of danger, you must also develop good usage habits:

First, try to avoid using electronic products while charging, or charging the products for a long time, which will increase the risk of product heating.

Second, don't change the charger at will. Some fast charging chargers have a higher charging power, but for some batteries without limited protection design, it may cause overvoltage or overcurrent charging, resulting in potential safety hazards.

Third, do not disassemble the product or replace the battery by yourself. For non-professionals, the choice of tools and skillful disassembly and installation will cause irritation or even damage to the battery of the mobile phone.

Fourth, timely maintenance and replacement are required. After electronic products are soaked in water or exposed to the sun, they should be sent to a professional repair shop for inspection and confirmation, and the lithium battery should be replaced if necessary.
